enzyme that has a double role on one end it can push cells to commit suicide but on the otherit may actually short circuit a second form of cell death Researchers at Emory University School of Medicine have described it as “the killer you cant live without” The finding could lead experts to rethink how proposed anti-cancer and anti-inflammatory drugs that target the enzymecalled caspase 8are supposed to work Caspase 8 plays a key role in apoptosisa form of cellular suicide important for the development of all multicellular organismsand in defense against viral infections “The surprising aspect is that caspase 8 appears to have two functions: one that initiates apoptosis and a second that restrains an independent programmed death pathway” says senior author Ed Mocarski Mice lacking caspase 8 die before birthbecause their blood vessels and blood-forming stem cells fail to develop properly “Its remarkable to be able to rescue mice from embryonic death” Caspary says In humansa lack of caspase 8 has been linked to immune disorders and skin diseases such as eczemawhile too much caspase 8 activity has been connected with diabetes In contrast to apoptosisnecrosis was seen as unregulated death by neglectuntil the discovery of an alternative form of cell deathdriven by RIP3called programmed necrosis “For several yearsthe puzzle was: what are the non-apoptotic functions of caspase 8since there are numerous systems that are impacted by not having it” Mocarski says “Now we have to consider that the absence of caspase 8 is actually revealing death by RIP3” “Our results indicate that whatever caspase 8 was doing in the skinremoving RIP3 takes care of it” Mocarski added The study will be published in the March 17th edition of Nature For all the latest Prerna Terway | Published: February 1 2016 12:11 am A report finds that although there has been significant improvement in access to banking services a large degree of financial exclusion prevails in east and northeastern India Related News Financial inclusion is an important policy pillar of the Narendra Modi government to ensure inclusive development (sabka saath sabka vikas) What it means in brief is to mainstream financial services for the masses especially credit at affordable costs from institutional sources This is not the first time financial inclusion is being given a thrust Various governments tried to bolster it and that was one of the reasons bank nationalisation took place There have been some successes during 1951 to 1991 when the share of outstanding debt of rural households to institutional sources increased from 72 per cent in 1951 to 64 per cent by 1991 But thereafter the period of economic reforms showed a dismal performance with the share of institutional sources declining from 64 to 56 per cent during 1991-2013 This is one of the biggest lapses of the economic reforms If the Modi government can correct this flaw it can be a gamechanger in alleviating poverty at a much faster pace than has been the case under economic reforms Realising the importance of financial inclusion the government took a bold step by introducing the Jan Dhan Yojana (JDY) The government deserves praise for the speed at which these accounts have been opened — and the scheme has already found its place in the Guinness Book So far around 20 crore bank accounts have been opened and more than Rs30000 crore deposits received under JDY However the real challenge is to prevent these accounts from remaining dormant To ensure that JDY remains active and relevant in fulfilling its objective the PM had asked the RBI to prepare a roadmap for financial inclusion The report of the RBI Committee on Medium-Term Path on Financial Inclusion released in December 2015 emphasised the role of a holistic strategy involving players like telecom operators biometric systems payment banks and land registrars for “last mile” service delivery Some of its major recommendations include linking all credit accounts with a biometric identifier such as Aadhaar; moving away from short-term interest rate subvention on crop loans and towards a crop insurance scheme; and replacing various input and output subsidies with direct benefit transfers (DBT) The report finds that although there has been significant improvement in access to banking services through expansion in a number of rural branches banking correspondents and no-frill banking accounts a large degree of financial exclusion prevails in east and northeastern India High interest rates (above 20 per cent) charged by the informal sector as well as micro financial institutions continue to be a concern Let’s focus on one of the key recommendations of the RBI committee on phasing out the interest subvention scheme The interest subvention scheme was introduced in 2006-07 with the objective of providing substantial and cheap loans — at 7 per cent interest (upper limit of Rs 3 lakh) and if payment is regular gradually lowered to 4 per cent Some states have extended loans even at zero interest rate to farmers This has resulted in a significant increase in short-term agricultural credit with actual disbursements consistently surpassing targets This is hailed as a grand success and the subsidy on account of it has increased from Rs 3283 crore in FY12 to Rs 13000 crore in FY16 But this could be deceptive and a potential agri-credit scam There’s reasonable evidence that a significant proportion of crop loans granted at subvented interest rates isn’t reaching target beneficiaries A farmer who receives loans at a concessional rate of 4 per cent can easily deposit at least a part of it in fixed deposits in the bank earning about 8 per cent interest or even becoming a moneylender to offer loans at 15-20 per cent interest to those who don’t have access to institutional sources of finance You don’t need bigger proof than the fact that short-term credit from institutional sources reached 110 per cent of the total value of agricultural inputs in 2014 (NAS 2015) and at the same time AIDIS data shows 44 per cent loans were from non-institutional sources in 2013 This suspicion is reaffirmed when one looks at the month-wise disbursement of agricultural credit which spiked to 62 per cent of annual disbursement in the last quarter of FY14 with no corresponding spike in agri-production activities No wonder the RBI committee recommends phasing out the interest subvention scheme lest it explode as a scam and moving towards universal crop insurance The latest crop insurance scheme is expected to cost the Centre around Rs 9000 crore This could easily be financed by releasing funds allocated to interest subvention The report also states that meaningful financial inclusion will be elusive without social cash transfers from government-to-person (G2P) Recognising large leakages in welfare and anti-poverty schemes many countries have moved from price support to income support However India uses price policy (subsidised inputs) to support farmers and PDS grains for consumers Such policies are inefficient and at times regressive as they promote leakages and sub-optimal use of scarce resources Recent policy interventions utilising DBT in LPG subsidy have seen good success Similar efforts are needed for food and input subsidies Using the JAM trinity (Jan Dhan Aadhaar Mobile) and digitising land records will be significant drivers of financial inclusion Challenges of implementation will remain unless the government displays the same vigour and perseverance as it did in opening accounts under JDY Gulati is Infosys chair professor for agriculture and Terway is a research assistant at Icrier For all the latest Opinion News download Indian Gorkha Janmukti Morcha (GJM) leaders including its chief Bimal Gurung and a host of award-winning academicians and teachers for allegedly holding a meeting where they “conspired” to hold “agitation programmes in the hills” over the state government’s move to make Bengali mandatory from Class I to X in all schools While the alleged indoor meeting was held on May 30 the FIR — accessed by The Sunday Express — was lodged the same day by inspector-in-charge of Sadar Bazar police station Saumyajit Roy “I do hereby lodge a suo moto complaint against them to the effect that today about 1130 hours the above noted accused persons held indoor meetings with teachers of different schools and educational institutes of Darjeeling and adjacent areas at Bhanu Bhavan Darjeeling In this meeting the accused assembled to conspire agitation programmes in the hills It was revealed that the above persons had resolved to go on strike at all educational institutes in Darjeeling and other sub-divisions of Darjeeling hills’’ says Roy in the FIR Roy goes on to say “The said persons also threatened the state that if a protest rally is not permitted by the district administration the law and order of the land may take its own shape and the GJM may go for an indefinite strike The accused persons are purposefully making an issue unnecessarily with a motive of provocation to ignite feelings of hatred and enmity between different castes of people on the basis of regionalism and trying to distort the government policies making concocting statements and wrongly misguiding the common people to go for hatred and lawlessness in the name of democratic agitations It is also to be noticed that no such specific notification in view of compulsion of Bengali language to the education system of the hills has been imposed till date” When contacted GJM general secretary Roshan Giri who has been named in the FIR said: “How can they lodge an FIR on the basis of an indoor meeting This is both surprising as well as draconian A measure taken to stifle our voices” “Our legal advisers will look into the matter and plan our next move Meanwhile we will continue our agitation Tomorrow we will hold a massive rally in protest against this forced imposition of the Bengali language in Darjeeling” he added Over the past few weeks the Darjeeling hills have witnessed agitations by members of the GJM as well as student bodies unaffiliated to any party against the “forced imposition” of the language Meanwhile Darjeeling MP S S Ahluwalia — who is currently on an official visit to Europe — has written to Prime Minister Narendra Modi regarding the matter asking him to intervene in what he calls an “emergency-like” situation “I am writing this letter to you in great anguish and in great urgency from Oslo as I feel that your intervention is immediately needed to ensure that the people of Darjeeling as well as North Bengal are saved from the Draconian emergency-like measures undertaken by the Mamata Banerjee government to stifle the voices of dissent in the Darjeeling hills Terai and Dooars against her repressive arbitrary order’’ wrote Ahluwalia “The linguistic minority communities within Bengal have started to voice their dissent and questioned the intent of such a move … in retaliation the district administration at the behest of Chief Minister mamata Banerjee has filed an FIR against eminent people’’ he added in his letter For all the latest Kolkata News download Indian Express App More Top News she adds. informed a MCA selector. another name to the list of ISL’s successful marquee player stories "Diego Forlan is a free spirit and he likes to fly" Mumbai coach Gumares had said before the game And fly he did From making a clever run in between defenders before slotting home a fine finish to scoring an inch-perfect free-kick that any goalkeeper in the world would dread Forlan set up an exhibition of finishing If his first two goals of the night showed his predatory instincts the goal that clinched his hattrick was testimony to his composure in front of goal As he received the ball from Cafu that set him clear on goal the Uruguayan just calmly passed into the net as the Kerala goalkeeper made himself as big as he could to narrow down his angle The finish was so cool it was as if Forlan never saw the goalkeeper in front of him The style the swagger was there for all to see but amidst all his flamboyance was an aspect of his game that might have been lost A remarkable work rate and a great tactical awareness was as crucial an aspect of his performance on Saturday as were his goals Having started primarily on the left side of a front three Forlan floated all across the park when Mumbai had the possession but as soon as the lost it he swiftly regained his position and dropped deep to help in defence It was a part of Mumbai’s ploy to make the system work and Forlan his part very well "He (Forlan) is not someone who would say that’s not the position I play if I put him somewhere else Despite playing as a striker for most of his career he’s ready to play behind the striker on the right on the left and anywhere the team needs him" Guimares had said highlighting Forlan’s willingness to be team player From the subdued Anelka to the energetic Forlan Mumbai now have a leader who’s willing to put in a shift willing to make his team-mates do the right things and ready to sacrifice a bit for his team Despite Mumbai enjoying a 2-0 lead in the first half the Uruguayan didn’t shy away from making his frustration felt when Sehnaj Singh wasted a couple of crossing opportunities firstly by shooting way over the crossbar and secondly by ignoring easier options and opting for an ambitious cross He was right in his face making him aware that he needed to better "Apart from the fact that Forlan’s a world class striker he’s very involved You might not see a lot of foreign super stars come here and be so involved on the field and off the field He keeps talking to the players He makes sure he’s there in the training every gym session and he’s so dedicated That’s something which is very commendable and something to learn from" Sunil Chhetri toldFirstpostafter the game "On the pitch the touch never goes He has that touch his link-up play is very good he’s very clever and frankly it’s easy to play with him" Chhetri added Forlan is now the league’s top scorer and a lot of credit for Forlan’s success goes to coach Guimares who’s often handed him a free role behind the striker where he thought the forward feels more ‘liberated’ and ‘involved in the game’ and got the best out of him The coach hailed Forlan’s character after his hattrick while suggestinghis winning mentality was contagious "He (Forlan) has proven to be a good marquee player He’s got better every game and contributed to the development of football here Also I feel he’s that kind of character that likes to win and he is here to win Such character iscontagious and its good for our team" Guimares told reporters after the game We will have to wait and see if Forlan is able to guide Mumbai to their first ever ISL crown but his hattrick on Saturday has left them on the cusp of their first semifinal appearance His desire to win has been palpable all throughout his career with Uruguay’s run to the semifinals of the 2010 Fifa World Cup being a prime example of it However whatever the outcome of the season be Forlan has been one of ISL’s rare marquee success stories in the three years And those who have watched him play in the ISL this season would vouch for the fact that although his class has shone he’s been doing it the hard way Port Elizabeth: Kyle Abbott struck twice in the first seven overs to set up a
